- 9 June 1993. [+] Interview (6.9.93) w/Head of Presidential Office, Prof. Osmon Ibrayim on problems of the infrastructure in Kyrgyzstan.
In the interview, Ibraimov speaks of the creation of a railroad which will connect the north and south of Kyrgyzstan. This is important for improving the deteriorating condition of transportation and communication systems. This idea is upheld by the president Aekar Akaev. Ibraimov suggests the construction of the railroad be considered a national idea of the Kyr. People full of specific practical content. The railroad will unite 4 regions of the republic (Narin, Dzhalal-Abad, Isik-Kyol, Om), and construction will require a lot of resources (being calculated) and time (around 10 years). He underlined the strategic importance of the railroad. At present, a special fund is being created for the realization of this project.

Organiz. Matters of his party. Raised concerns about the deepening economic crisis which is bordering on catastrophe. In the south, life is very difficult. Many customs controls on the Kyrgyz/Uzbek border created enormous prob. Kyrgyz have to pay a lot of tax to enter Uzbekistan, which turn into millions in the pockets of Uzbeks. In accordance w/new constitution, new gov structure must be created. Need to unite all democratic powers of republic. Events in Tajikistan are internal affairs of republic. Russia Uzbek., Kyrgh., and other countries of SNG should not interfere. In some time, Tajik was be a democratic country. In future, Kyrgh should be a neutral country. In his opinion, Islam Karlmov wants to become dictator of Central Asia.

Congress on the protection of human rights. One of the most important purposes of a governing/social organiz. has to be the protection of human rights. A lot of work accomplished. Turned to the Int'l Committee on Amnesty to save 3 young people from being shot (those sentenced to death in conn. w/Omsky affairs). President Askar Akaev also addressed committee, supervising and arguing for a final decision. Participation in the International Congress on the protection of human rights; general comments. Acceptance of the constitution. They accepted but forgot about constitution. Constitution reflects all citations that concern human rights. Believes they should organize a special committee on human rights in parliament or government.

On the conservatory. For 30 years we dreamt of the opening of our own national conservatory. There have long been ones in the neighboring republics. Now we have decided to open our own conservatory.

On the celebration of Kyrgyzstan Independence Day. 2 years of independence is a big historic celebration. Our government has the approval of Turkey and Germany. Kazakhstan and Uzbekistan asked to jointly celebrate Kyrgyzstan Independence Day. Now we more or less have contacts with Kazakhstan, Uzbekistan, Tajikistan and Turkey.

Topographical names are the symbol of a government. Today, the changing of names has a one-sided character; instead of returning to old historic names, they ran into tribal motives and from this principle started to give some obscure small names. There are no rules on the changing of names. If apersonality is great, prizes or plaques should be given, not names. Streets, alleys, summits, hills should be left alone.

Socioeconomic situation in former USSR. In former times, Kyrgh was in third place in production after Russia & Tajik. At present all work stopped. This is connected w/new political & socio-econ situation. Need new way to get out of crisis & reinstate tradition of growing sugar beetroot. Against privatization of irrigation lands because this is a system. If we privatize then it will quickly be destroyed. Cannot compare selves to Russia where there is much undeveloped land. Need to develop cattle farming. After privatization, people will not be able to take their sheep out to distant pastures.

Makashev is becoming influential and believes the exhibition of Kyrgyzstan in Seoul, S. Korea took the biggest pavilion. Such exhibitions in the past were accepted as Russian. Kyrgyzstan took the exhibition very seriously, in comparison to other former soviet republics. It showed the present and past Kyrgyzstan, industrial production. Korean firms suggested the creation of an automobile factory and other production; it is possible. Working towards Earth preservation is more important for it will lead to further collaboration w/foreigners. Hard-workingness of Koreans; absence of their own mass culture. They show only American works. In S. Korea one feels a strong American influence; they have friendly relations w/the US.

Economic situation and changes in the system of gov. statistics. Remarked that in the last 2 years production dropped by 5% (in comparison w/previous yrs.), in industry by 30%. The objective reasons for this can be the break-up w/the former Soviet Union. He believes the republic was always the base for raw materials of Soviet Union, and as a result, it is confronted w/big difficulties. Today, 60%-70% of military enterprise stopped. Should turn to production of agriculture and other products indispensable to republic. Previously system worked by old methods; now it needs to reach world standards. Need to exchange experiences w/neighbors. Recently received 200 computers; this is not many. In 2 yrs we can change methods to be compatible w/world standards.

I am leaving for Turkey. All Kyrgyz people know the reason for my departure. I made the film "Kairan El." Our gov. did not help me one cent, but on the contrary, started creating all sorts of barriers in my contacts w/colleagues in other countries. I rec'd many commissions in Turkey. Before leaving Kyrgyzstan, I spent time in many of its parts. I am very disappointed and upset: many young people started to drink. I am leaving the republic w/great anxiety. I hope that my art will be useful to the Turkish youth. For 35 yrs I worked in Kyrgyz cinematography. Two young directors are leaving w/me. I hope that in Turkey, in better conditions, they will work more fruitfully, will become stronger and return to their homeland.
