Members of Tajik delegation speak on 'glasnost' era in Tajikstan, current social problems, difference between freedom of speech and extremism in mass media. They regret the February 90 events in Tajikstan describing that as part of the whole social complex. Speakers are willing to prevent public from raising hostility.

1. Tajikstan Leader Imomali Rakhmonov's visit To Afghanistan. Interview by Salim Ayubzod. Tajikstan Head of State Imomali Rakhmonov's visit to Kabul is finished. Five Russian border guards taken earlier in hostage are returned to Tajikstan. This fact is presented by both sides and Russian media as the most achievement of talks Rahmonov and Afghan President Rabbani. But there are fewer comments on principle issues such as peace border security and refugees. It looks that Kabul and Dushanbe are seeking political scores from hostage's problem. Uzbekistan may get concern of this reapproachment. Tajik government ignores thousands of refugees left in Afghanistan. It seems they will be forced to retake own rights by arms.
2. France Press on cease-fire between most Afghan rivals. General Khudaidod, Afghan "Vahdat" Party spokesman reported a cease-fire between "Vahdat" and "Ittihadi Islami" led by Rasul Sayaf. Since Communist regime fell in Kabul this two wings of former coalition fough continously within some parts of Kabul. This agreement described as constant and serious with a responsibility of political allies of each side. Both sides are agreed to exchange prisoners of war. Cease fire, if implemented might give a chance to resume Kabul University activity.
3. International media on Israeli - Palestinian Striving for mutual recognition. "New York Times" analytical article comments on problems each side faces on the way to recognition. Both Israeli and Palestinian authorities describe that problems as not principle and resolvable. During secret talks in Norway, PLO and Israel agreed on Palestinian self-administration, but it's impossible without mutual recognition. Israeli Prime Minister Shimon Peres suggests to either sign Basic Principles or PLO turns from terrorist to political organization. "Washington Post" comes on difficulties in Oslo too. A key moment is Israel wants PLO to reject terrorism and officially recognize Israel.
4. Reuters Agency on Kyrghizstan. Reporting by Saed Sabah. Reuters Agency reports from Tashkent. Kyrghiz President Askar Akaev comes on country problems after two years of independence. He says Kyrghizstan suffers in such fields as public health, education and culture. Social sphere also faces problem. Akaev writes in his article in "Slava Kyrghizstana" newspaper, country very depends to import and produces less than I consumes. Kyrghizstan took a brave step towards reform. Entering own currency and replacing old rubles. President Clinton praised Kyrghizstan as an example for other Central Asian countries. Kyrghiz President tries to reduce ordinary people protest against bureaucracy and life high prices. Akaev has promised to raise wages and lower inflation. Kyrghizstan expects $500 millon. Russian daily "Nezavisimaya Gazeta" reports. " A Deputy Chairman of the Democratic Party of Tajikstan Oinihol Bobonazrova has been arrested in Dushanbe. A newspaper explains this arrest as a punishment for her husband's revelation. As a former local KGB agent he was (as he says) instructed to asassinate Boris Yeltsin (future president of Russia) during his visit to Tajikstan in the capacity of Soviet Deputy Minister of Capital Construction. Tajik Government indicts Oinihol Bobonazorova for organizing an assassination of former Tajikstan Attorney General Nurullo Huvaidulloev. "Nezavisimaya Gazeta" describes the situation on Tajik Southern borders as tense and unstable. Tajik rebels seized three "kolkhoz" in Shahritus area. They also conducted operations in Moskovski and Badakshan districts. These actions led to straightening of passport control in capital Dushanbe. Russian forces stationed in Tajikstan are powerless against rebels and many Russian servants are deserted back to Russia.

Article is sharply criticizing Tajik regime, which exsists thanks to Russian militaries. There is a fear among the people. Thousands have left the country. Nobody is safe. Borders are open. - 3/9/1994 [+] Situation in Badakshan.
Badakshan is the biggest region in Tajikstan. Now it's isolated by current regime. There is no longer any support from the Government. Badakshan holds thanks to Red Cross and Agha Khan - Holy leader of the Ismailiya sect. There is a Kazakh battalion stationed in that area. An officer of that battalion describes the relationship with the local population as good. Opposition is not expected to conduct any operation here. Badakshan is more interested in protection of itself rather than supporting any rival sides.

Four Tajik journalists are still in prison after a year of investigation. All of them have shown support to opposition during its ruling. Detained in neighboring countries and deported to Tajikstan they are behind bars despite the protest of human rights groups. These four are isolated and no contact is allowed with any visitors. They are all convicted in the article, which stipulates capital punishment.

Tajikstan requested UN Security Council to grant C.I.S joint forces with a statute of international peacemakers. Russia supports this request before the SC. Security Council is going to discuss this subject behind closed doors along with report of own Envoy to Tajikstan Ramire Piris Ballon.
